The 2009 Autism Act, 2014 Care Act, Think Autism, and the 2021-26 National Strategy all carried good intent, but lacked consistent follow-through, joined-up delivery, or accountability for outcomes. Waiting times rose, employment rates stagnated, and trust eroded. By 2023–25, parliamentary inquiries confirmed:
